Parliamentary committee summons CIAA, again

30 NOV  2014, Kathmandu - The Agriculture and Water Resource Committee of the Legislature-Parliament has again decided to summon the Commission for the Investigation of Abuse of Authority(CIAA) next week to discuss the latter's directive in relation to the Kabeli 'A' Hydropower Project and other issues.
A meeting of the Committee held in Singhadurbar on Sunday concluded that the CIAA’s directive was unconstitutional and beyond its jurisdiction.

Most of the lawmakers at the committee’s meeting today expressed their views in favour of summoning CIAA again for discussions.  
Earlier, the Chief Commissioner of CIAA, Lokman Singh Karki , did not present himself at the committee meeting saying that only the Good Governance Committee of Parliament has the right to summon the CIAA Chief Commissioner.
However, Parliament's Finance Committee has already held discussions with Chief Commissioner Karki regarding the directive issued by CIAA to the Energy Ministry.
Agriculture and Water Resources Committee Chairman Gagan Thapa said decision was made to once again hold discussions with the Chief Commissioner and listen to him, adding that the Speaker was urged to make necessary arrangement if CIAA Chief Commissioner disobeyed the committee’s decision.
Likewise, the committee has asked the Investment Board (IB) of Nepal to submit a report every two months regarding the current situation, possible threats and measures to resolve the Upper Karnali Hydropower Project and Arun-III Project.
Chairman Thapa said, "Only project development agreement (PDA) is not sufficient, implementation phase matters."
