NC leadership asked to pull out all stops for statute

13 DEC 2014, Kathmandu - The Central Working Committee of Nepali Congress on Friday decided to take all possible measures to ensure a federal democratic constitution.
A CWC meeting held at the official residence of Prime Minister Sushil Koirala in Baluwatar also decided to expedite efforts to ensure a new constitution on time under the party’s leadership. The largest party in the Constituent Assembly is in consultation with the other parties on the key contentious
issues of the constitution writing process.
Leaders speaking at the meeting suggested the leadership that the process of preparing a questionnaire on the disputed constitutional issues and consensus efforts should go simultaneously so that the January 22 deadline is not missed. If consensus eludes, they said, the constitution should be issued through voting in the CA.
Noting that re-sending the disputed issues to the Political Dialogue and Consensus Committee will be time-consuming, the CWC members said the CA itself should clear the way.
Some suggested forming a special committee under the CA to prepare the questionnaire and suggest ways to settle them. "Leaders wanted the safest and best way to utilise the remaining time," said leader Nabindra Raj Joshi.
CWC member Gagan Thapa, however, said the parliamentary system is not everything and the country could adopt other forms of government too. Some leaders also suggested that the party go for directly elected prime minister to ensure stability.
There was not much difference regarding the number of federal states. But leaders representing Madhes in the party said it would be better to form more than three provinces in the Tarai.
Some ethnic leaders asked the NC leadership to pay special attention to the identity of ethnic groups, though federalism based on single ethnic identity is not the party's official position.
The central members also demanded effective communication between the government and the party.
